It happens. Though I think there is much more to the story than what the news was reported. Maybe it was what was on the truck? Or where the truck was from?

When did it become SOP for a cop to stop a truck driver at a weighing station and ask him for his birth certificate...... You'll have to ask the U.S. Immigration and Customs Enforcement, they're the ones who say it's standard operating procedure. Notice that they are a Federal Agency. BTW, how do you know what really happened? All you have is the truck driver's side. And you call me irrational. Really? Precisely. It never occurred to you that you only heard one side of the story.
