I doubt that dumbfukk ted has even had anyone read him the statute to know what the law says. Ted claims to have read it and by his own admission, he doesn't find anything wrong with the way the law is written. He is apparently in possession of some sort of super powers that allow him to see things written between the lines that the rest of us can't see. I'm quite envious of his abilities. I wish I could see things that aren't there too....
