I guess if he used "corrective" measures on the guilty in order to assist them to become good citizens, one could make allowances...but he generally murdered anyone at random! Take the time when David obeys him and takes a census (hardly an immoral act!). God turns around and says. I don't like you for counting people. I will give you your choice of punishment. And instead of punishing David he murders 70,000 people at random!! Yes, he was never cut out for fatherhood! Although he loved Lot who had incest with his daughters and offered them for a gang rape, so we can't say he didn't love some of his kids!
