President Lincoln and Congress had the right idea, but enough money was not committed to the project.

In contrast, the present-day western governments thrive on amalgamation and miscegenation. Of course, those ideologies and practices weaken society and strengthen the government's control over the citizens.

I think he's referring to the creation of Liberia back in the 19th century. An absolute failure -- many of those freed slaves that took the free boat back to Africa were either killed by local, hostile tribes or malaria. Those that survived had severe difficulties adapting to their new lives there -- the experience would be akin to throwing an Ohio farmer into the wilds of Brazil today.
