True, it involves carrying anything between US ports. Coming from Venezuela to Houston and returning doesn't violate it. Ships working in the cleanup effort would be visiting US ports repeatedly.

Yes Don,

It is pretty funny what they are thinking. Gads we have a whole bunch of cruise ships that are virtually all foreign flagged that are based out of Seattle during the May thru Sept time period that run up to Alaska and back! It's become a big business the last few years.
