Listen gamma as you called can modify 3 things -- go look it up!!

1) The apparent length of objects
2) The apparent time between two events
3) The apparent momentum of an object

Any two observers in inertial reference frames moving with respect to one another measure the same velocity for one another regardless of who does the measuring.

Einstein's two postulates are:

1) the laws of physics are the same in all inertial reference frames

2) the speed of light is the same in all inertial frames

There are NO instances in which two observers can measure different relative velocities for each other -- that's one of the major points of the theory: Motion is relative!!
