CJ's site confirms that bald eagles have been counted nearly all over the state of California within the last 30 days.

To be more specific, sightings of bald eagles have been made at Lake Del Valle State Recreation area south of Livermore. Based on the map that would be about 15 miles away from the windfarm at Altamont, which is east of Livermore.

Of course, golden eagles are much more common in California and this link shows golden eagles have been sighted AT Altamont as well as locations nearby:
