Taxes will be mostly consumption based as highly skilled labour has much more ability to move where they want.Also the average man has shown an inability to take care of his own money in the complicated new world(Having non corrupt govts will also be important)Welfare programs will have to put up barriers to entry as many government teat sucking types,who are difficult to wean, will go to where the getting is better
