LBJ was a racist. And not a racist. All at once. He knew it was wrong. So did Byrd. People aren't simple creatures. Habits of speech and thought die hard, even when one tries to change them, knows that they ought to be changed.

During the Bork hearings, a black politician whose name I forget testified against Bork. He was asked if he believed people could change. The politician sat back and pointed at a frail Strom Thurmond sitting in the hearing. "You see that man there? Just a couple of decades ago, he was one of my biggest enemies. Now, we've had dinner at each other's house, we've laughed together and had serious discussions together. That man has changed. But Judge Bork? No, I don't believe he has."

Or something equivalent to it, at any rate.
