I think his point is that Clinton faced far better circumstances to reduce deficits and achieve surpluses than other recent presidents of either party, and so should have done more to pay down the debt, probably ending up with a net decrease in the debt for his whole time in office rather than just for some years, with a net increase over the whole 2 terms.

I agree, but I wouldn't make a big issue of it, esp. in comparison to other recent presidents. Clinton did have much better circumstances in multiple ways, but even adjusting for that he doesn't look bad compared to other presidents.
