(Amazing how some folks get stuck down in the weeds and can't ever see the forest for the trees... you pegged it EXACTLY.) No way in Hell they could afford to pay those debts in full regardless. (And no politician anywhere in the world is going to load the next two or three generations of his fellow citizens up with RUINOUS TAX LOADS just to benefit 'foreigners'. It simply ain't human nature....)
