He was competent. I remember his radio ads telling people not to give money to panhandling homeless folks. If a Republican had done that, you'd have heard in the national press about how heartless Republicans were. He cracked down on crime (put up red-light cameras in Houston, put up signs telling people to call *DWI to report drunk drivers) and lowered property taxes in Houston. IOW he tried to govern as a Republican-Lite.

Sent Houston's school buses to evacuate NOLA after Katrina, moved them out of shelters into apartments .... unfortunately now so many of NO's criminals are here and violent crime went up. Also, he denies Houston's a "sanctuary city" though HPD is forbidden to inquire about immigration status when they arrest people ... so it is. That'll hurt him.
