An extra 2 cents on the say 15 cent margin a typical BP franchisee will help a little, but it won't stimulate much in increased sales if passed along to consumers.

BP might be ending up with a surplus of product.

In which case the discount is probably equivalent to their transportation costs for tankering this surplus gasoline to another market.

In which case I wonder if BP is extending this offer to distributors who sell gasoline the purchase from BP under independent banners, like a Costco, or Sam's Fast Gas.
