By taking one little piece of what Stossel advocates his argument is made to look silly and unworkable. Taken as part of a broader approach of no welfare, legal drugs, etc. it is less so.

It is silly and unworkable, precisely because welfare will continue and drugs will remain illegal and so on. Illegal aliens will continue to flood public schools with their offspring (and demanding bilingual education) and continue to receive expensive medical care at hospital emergency rooms, free to them and paid for by taxpayers.

And don't even get me started on racist outfits like La Raza..
