Just to make certain I'm well understood on this point, I find double dipping offensive. As for monetary savings, I don't know. One can probably argue the back and forth. It does encourage early retirement, the better to get the benefits. And thus increases the pension obligation (length of time) for the retiree. Since, at least in Jersey, it also includes healthcare, the jurisdiction is stuck with two healthcare packages for the same position (the retired person and her/his replacement).
