Perhaps, but the policy did not follow the general racism. You did not see whites riot in the streets against the blacks, in fact some rioted with the blacks. Sure the KKK blew up a few Church's, but by and large the laws were repealed by whites because they stopped voting for the segregationists. Despite the Federal laws, because many of the segregationists were trying to vote in laws to get around federal laws. Sure there are few exceptions such as Wallace, but by and large people (mostly white) quit voting for the racists.

My experiance is that most northerners were more racist than southerners, especially in the Atlanta and Huntsville, Alabama areas where I grew up and lived. But that is by no means a poll.
