German Chancellor Angela Merkel’s cabinet has approved legislation that will require drugmakers and insurers to negotiate prices of new drugs based on cost-effectiveness, PharmaTimes reports. However, the bill would also allow drugmakers to set unilateral prices if agreement with insurers is not reached after 15 months.

The legislation must still be approved by the Bundestag, the lower house of parliament, which this month backed proposals to increase rebates paid to manufacturers on patented drugs but also set price limits, PharmaTimes notes, adding that the measures could go into effect by January and save about $2 billion next year.
