I forgot one more thing; to plant an explosive in the well, you need to drill down to that level; you can't force a bomb down the existing hole against the reservoir pressure. It would be the same process as the relief well, except, instead of drilling into the existing well, you plant the bomb. There is not a lot of time saved in this process; just what is required to cut thru the pipe. This may be done with a shaped-charge explosive. I think that is something like thermite, which would "burn" its way thru the pipe.
