I am looking into reporting him to his Internet Service Provider for harassment, that could get him shut down, and he would have to get a new Internet provider.

Last week I reported a spammer and got one of his hosting sites shut down. Then I warned him we would report him to the FTC and the IFCC. He sent me a message and said he would stop spamming the site.
