I don't know what you think you saw but what you are declaring to be in that article, is not in that article.

That article was written prior to the election and makes the case for Obama's anti-military positioning at the time. He talked of expanding the Peace Corps and Foreign Service while criticising Military Operations and declaring he would vastly reduce the military. His comments were interpreted as pacifist posturing. He has in fact expanded the military and the role of the military in world affairs since taking office, which was probably unavoidable under the circumstance.

He recently said he'd like to send civilians to Afghanistan to do some of the non-military roles, which would be more in line with his pre-election speech. But does not make his pre-election comments any more pro-military.
