Well, you've missed the last morphing of the Rep Party into the Party of NO. In the middle 90s they worked with Clinton. This incarnation refuses to work with Obama, and blocks its members from doing so. The rumors coming from seven senior members of the GOP, that they were threatened with the loss of their committee seniority if they refused to go along with filibusters, is the best evidence. The Reps simply don't wish to participate in legislation they would otherwise have favored. It's simply a power trip.
