We know why kids drop out and it is a local cultural problem. Some communities have high volumes of drop outs and others do not. Community values have a lot to do with that.

Kids drop out largely because of one or two negative self efficacy issues usually weighed subconsciously or consciously during the middle school years. 1) They don't believe they can succeed in the long run in acquiring the diploma. or, 2) Even if I do get a diploma some day it will not be valuable wrt what I need to do in life, compared to say going to work at my uncle's auto repair shop at 16.

There are real reasons why kids form theses opinions of them selves. Like: 1) They have been performing poorly for several years before the end of Middle School and everyone has been telling them they will not succeed in High School if they don't get their basic skills down before they get there. 2) They live in a disfunctional situation and don't believe the resources and support is in place for their success. 3) They think they can beat the system somehow. Tom Cruise is a modern example of a drop out who has gotten rich and successful largely because he followed his dreams. Other kids think they can succeed by conning or entering into a life of crime.

We've also learned over the last through decades that throwing more and more money at programs designed to entice kids to stay in school has had little positive effect. Some programs become easy to get through warehouses for unmotivated participants. Corporate America was spending more money on basic skills training programs for employees who had graduated from public school, than the money budgeted by the government for the entire public school expense in our nation.
