If there is a shadow government, it is the rich and powerful corporations and Greenspan did what they wanted.

For 30 years the rich have gotten richer and the poor poorer because, the rich can afford to buy congress people with campaign contributions and lobbyists.

When the rich get so much power, capitalism starts to undermine democracy as the rich can buy a government favorable to them.
