Personally, I would support a crackdown on employers....starting with the biggest first, such as a Tyson Foods....and see what the results were after several years before I would support a guest worker program.

The intrinsic danger of the guest worker concept is that it could lead to structural deflation. Each wave of guest workers will work as slave labor to get a toehold, depressing wages and benefits in an endless cycle.

More and better paying jobs are the only thing to keep us from sliding into a fullblown, longterm Depression. Right now, any single thing that serves as an antithesis to this will, imo, serve to institutionalize deflation.
