Any government funneling of benefits and support to a neighborhood has to rely on tax money. If the support and benefits are well chosen (and often they are not, with the supposed support itself causing problems in the neighborhood its trying to help), than sure the neighborhood will benefit. Its easy to see such benefits, but much harder to see the larger costs spread throughout other places.
