During a throw-in, corner kick, free kick, etc, players are still moving about.

There are many arguments in favor of keeping the flow of the game. One is endurance. More importantly, you do NOT want coaches to be able to huddle with players and direct them. That is one of the best things about soccer, that the players have to think for themselves during the game and construct the attacks themselves.
