Almost too big to fail

I have an attorney friend who worked for a number of years in a past life for a Congressman who was on the House finance committee. Every time I see him, he tells me that there are a few large banks, taking out huge risky loans to buy small or mid sized banks, in a desperate effort to become TBTF. I kid you not. Wells Fargo might be one of them, but they might be TBTF already. He had a clever name for the almost TBTF banks. Can't recall it now.
