I understand some in this administration and far left in congress want to use the returns for social programs. TARP was always meant to be paid back. So this article is reporting what was supposed to happen has actually happened in a Federal Program. A minor miracle.

(Didn't the funding for TARP simply come from general revenue, and now isn't it simply returning to general revenue?)
