Not really.

The old PRI, a semi-dictatorship for about 70 years after the end of the Mexican Revolution, lost a lot of ground a few years ago. It regained much of it by winning back a bunch of governorships in the latest elections. The perception is that it can deal with the drug dealers better than anyone else.

I don't know if the state in which CSP is located had elections. In any event, the issue is federal, not local.
