That is an interesting thought.
I'm not sure to what extent it explains the differences because I don't know what the federal spending is being used for at the state level. Is it being used for projects that the state would have decided to do on their own (thus budget relief) or is it stuff the Federal govt wants done whether or not the state wants it?

Also, the fact that Illinois citizens pay more to the federal govt than they get back does not explain the wisdom or lack of wisdom associated with the decisions made by their state government.

It's pretty simple. The states in trouble are supporting the states which aren't with our federal taxes.
