Better news on appropriations voting schedule. Congressional leaders want a long vacation, and they seem willing to work on the weekend to get there. Roll Call says Congress may finish up by Monday, including all spending bills. It reports the DOJ/INS etc. bill is close to a deal. See this link:

If this plan succeeds, President Clinton still needs to sign the bill before the new FY98 budget goes into effect. That should happen fast.

You have to look at DBII's contract this way: They are desperate and badley need something, so they probably did a low bid that will lose them money. remember AFIS has been winning contracts and look at their results. Marvin
