I believe within Brazil the fastest growing area is a relatively unknown northeastern city called Ipojuca -- where the port of Suape is being built. Growth there is mind-boggling with dozens of industries being built in the region monthly. Much of the area is still rustic but changes are continuous. They also happen to have the most beautiful beach in the country: Porto de Galinhas(about 15 miles north of SUAPE). Chinese executives have recently been buying homes in the area while Europeans have been down there for much longer. BTW even cities nearby are capitalizing on this boom: a classic hallo effect. The obvious negative is the degree of corruption almost everywhere leading to high criminality. At any rate, if I was young and adventurous I'd pick this spot without a doubt.
