Dangle the prospect of billions of tax dollars available to them to spend without Federal interference

The States just need to stop taking the federal money and programs. They don't have to take the money. Utah recently refused federal money under a federal AIDS drugs program because the legislature wanted to figure out how the healthcare bill would factor in, and whether taking federal money would mandate abortion in Utah hospitals. That's exactly what needs to be done. Say no. Stop taking the money. Cut programs or do with less.

This is a major source of the expansion of federal power. It was Nixon's "new federalism" that kicked it off.
