But I am concerned about a protective market in which we tax imports.... I don't think that's what he's saying. I think he's saying that gov't must do whatever it can to encouage the growth of new industries in this country. It doesn't require a tax on imports but legislative that supports the establishment and growth of new industries. Gov't can be very effective at seeding new developments whether in cities or new industries.
