Use the Federal system that's been in place for a decade. Demand to see additional supporting documentation, birth certificates, passports, SS cards, credit cards, etc.

But, mainly, the POOR employers can just skip ALL that and use some plain common sense! If a hispanic man can barely speak English, has a name like "John Smith" instead of Jesus Hidalgo, and can't tell you much about his birthplace in Canton, Ohio, he's probably illegal! Give him some bogus reason and show him the door..
