Before election or after election.

The way it is supposed to work is: a person ( political
figure ) do what they REALLY wanted to do after election.

The reason is amazingly simple: you can't do it with all your
heart and good intention unless you are elected.

Say a person want to do a lot of good for the Asians, the first
thing is: get elected, at all cost, including but not limited
to 'lie', 'bow', 'knell' ... etc ... etc ... etc.
