I'm CERTAIN that the 'message' is for *both*.

(North Korea ain't exactly got much of a blue water navy, don't 'cha know!)

And the range of those missiles certainly puts Chinese assets into the 'danger zone'... as well as the *positioning* of the subs in an enveloping position around China....
