That's not the way I read it.....he's saying that if we don't learn how to really manufacture that which we invented, we will lose the questions generated by manufacturing problems that lead to new inventions and products... I don't think I would be wrong if I said that many if not most US patents result from solutions to problems learned in manufacturing.. Go back to his use of the word "scaling". Scaling is the transitional period between the invention of a product and its production. That's where gov't can facilitate the process.
