They also taught you about checks and balances. Congress must ratify ( and may modify ) treaties, which is what we are talking about. Congress is voting to delegate some of it's constitutional authority to the president. They still retain the power to ratify any trade treaties Clinton brings them but they temporarily give up the power to modify them.
