It may have been intentional. It was suggested at the time (2003) that Bush/Cheney was ramming through massive spending and tax cuts in the expectation of creating a government crisis that would destroy public pensions and entitlements. Every government debt crisis has resulted in some restructuring of public pensions with major impoverishment of society...
