The way I look at it is that you have to actually run to have any chance at all of winding up with a place on the final ticket (even if not the top spot). By running he keeps his name before the primary voters and keeps a spot for himself at the table. I can imagine a scenario where Newtie might play the 'wise. experienced head' Cheney role to some other headliner....
