Very very marginally. How much you drive be a very important factor. Also if the fuel efficient car is made with a bunch of nickel from outside the country, it would have a big effect on the trade deficit from the getgo that might take years of efficient fuel use to offset.

Only counting the gasoline use. Count the metals, not so efficient.

Marginal. And you need to look at more than just mpg. Unless you want to be simple-minded about it.
