Laws aren't made by Vice Presidents behind closed doors... No in this case it was written by lobbyists and rubber stamped by Congress. The Energy Policy Act of 2005 got the support of nearly three-quarters of the U.S. Senate (74 “yea” votes), including the top Democrat on the Energy Committee; current Interior Secretary Ken Salazar, then a senator from Colorado; and a former junior senator from Illinois named Barack Obama. Yeah it sucked then and it sucks now; only 26% stood up for what was right and probably lost a lot of contributions.
