No in this case it was written by lobbyists and rubber stamped by Congress.

The Energy Policy Act of 2005 got the support of nearly three-quarters of the U.S. Senate (74 “yea” votes), including the top Democrat on the Energy Committee; current Interior Secretary Ken Salazar, then a senator from Colorado; and a former junior senator from Illinois named Barack Obama.

Yeah it sucked then and it sucks now; only 26% stood up for what was right and probably lost a lot of contributions.
