Which is no reason whatsoever to KEEP such an (as you say...) imperfect and flawed law in place....

Nor EITHER is it any reason whatsoever to allow such a transfer of RISK from the 'free market' business sector to the TAXPAYERS.

(Simply one more example, if any are needed, of the terrible *wrongness* of the "Private Profits and Socialized Losses" economic model we have, regretfully, allowed to creep like a cancer into our national economy and governance.)
