You could be right. I didn't go look at how the study was constructed, and how the variables were weighted. As for TX, the state has no state income tax which would surely skew the results of the study. But I doubt the study could be dismissed as a "joke", because the entire midwest is in relatively good shape economically and business is strong. My state has a balanced budget, low unemployment, and business has recovered nicely and some expansion is taking place.
