Your examples are still historical. What's going on now and is likely to continue is the most important consideration, I would think.

And does it really matter where a company is headquarted if it's expanding and putting new facilities in a particular region of the country? The expansion would count as new business growth.

I don't know the stats on WMT now in the Arkansas economy. What really impacted AR and my area in particular was the subsequent growth to the area and state by WMT vendors and companies like IBM that facilitate WMT's operations. That growth has certainly slowed now and may even have leveled off. Most everything to keep WMT humming seems to be in place.
