No, of course not. He argues he is only trying to bring the dollars into line. But two points. If he were serious about "only" wanting to do that, he would look to what I'm calling comprehensive approaches. Absent that, it's ideologically driven.

Second point, I'm arguing that whether that is his motive, it's a consequence of continuing to privatize.
