GENEVA, Nov 7 (Reuters) - The U.N. Human Rights Committee said on Friday the concentration
of ''all government power'' in the hands of President Saddam Hussein seemed to be the major
factor behind many violations of civil and political rights.

In a statement, the 18 independent experts expressed deep concern about allegations of summary
executions, arbitrary arrests and torture by security and military forces, as well as the disappearance
of thousands over recent years in Iraq.

The committee called on Iraq to carry out an investigation -- ''fully, publicly and impartially'' -- into
the allegations and to bring the perpetrators of the crimes to justice.

Iraq should abolish the death penalty for crimes which are not serious and cease inhuman
punishments including branding between the eyebrows and amputations, it said.

The experts, who include former Indian Chief Justice Prafullachandra Natwarlal Bhagwati,
expressed concern over media censorship, lack of freedom of expression and a law imposing life
imprisonment and even death for insulting Saddam.
