Clinton was responsible for the budgets he proposed and managed. Bush was responsible for the budgets that he proposed and managed....Presidents have responsibilities. Managing the budget is one of them.

The actual real world government budgeting and spending process is a bit more complex than that. The powers that a President has and the powers that the Congress have are spelled out in the Constitution. In my reading of the Constitution, I didn't see any part that indicated that the President "manages the budget." What exactly is your understanding of the President's powers with regard to managing the budget? For example, if the President wants to spend $1 billion dollars for a program and the House of Representatives does not vote to fund the program, what exactly does the President do?
