How erudite invoking the Federalist papers.

We live in a Democracy, and the President can not dictate a budget but the President starts the budget process by submitting a Budget Request. The budget he submits is consistent with the President's spending priorities and fiscal policies. There is a check and balance in that it must go through the House in a reconciliation process.

There is no need to go into the weeds on the philosophical discussion and nuances between James Madison and Alexander Hamilton and the political machinations of the budget process.

The key point is that the President is the central figure (Chief Executive) that develops the Budget of the United States and follows through on it.
